Jenkins sought damages and outright release for alleged violations of his constitutional rights arising out of an incident at South Carolinas Central Correctional Institution on December 4, 1974. On that date, according to Jenkins, he was removed from his cell by prison officials, handcuffed, and slapped repeatedly. Straps securing plaintiffs artificial leg were cut and the prosthesis was withheld from him for three days. Jenkins alleged that he was thereafter placed in the "hole" and compelled to sleep on the floor. Jenkins further complained that he was denied the medical treatment prescribed for him by doctors at the institution.
